Payment Claims for State Aid related to Livestock Farmers

 

The European Commission recently introduced a temporary framework on State Aid to support the economy to cope with the devastating economic effects of the global Covid-19 pandemic. Containment measures influenced the demand and supply and hit sectors such as hospitality and tourism industry. This in turn negatively affected farmers that supply this industry. The drop in demand influenced the value of production due to oversupply.

 

Pursuant to the Temporary Framework for State aid measures to support the economy in the current Covid-19 outbreak, the Ministry for Agriculture, Fisheries and Animal Rights (MAFA) will be receiving payment claims for a one-time temporary State Aid financed by the Maltese Government, to partially support the income of livestock farmers.

 

The scheme is intended for farmers with livestock production registered in Malta, and applies to micro and small enterprises active in NACE Code 01.4 – Animal production.

 

In order to be eligible, livestock farmers will have to fall within one of the following categories:

 

farmers with dairy farms registered with the Veterinary Regulation Directorate (VRD) who benefited from the CAP VCS milk scheme in claim year 2019;

 

farmers with dairy farms registered with the Veterinary Regulation Directorate (VRD) who benefited from the CAP VCS beef scheme in claim year 2019;

 

farmers with active pig farms registered with the Veterinary Regulation Directorate (VRD) with at least 2 sows (as reported in the sows' census) in 2018;

 

farmers with sheep farms registered with the Veterinary Regulation Directorate (VRD) with at least 20 heads who benefited from the CAP VCS sheep scheme in claim year 2019;

 

farmers with goat farms registered with the Veterinary Regulation Directorate (VRD) with at least 20 female heads in 31/12/2019;

 

farmers with layer hen farms registered with the Veterinary Regulation Directorate (VRD) in 31/12/2019;

 

farmers with broiler farms registered with the Veterinary Regulation Directorate (VRD) in the first three months of 2020;

 

beekeepers with colonies registered with the Veterinary Regulation Directorate (VRD) with at least 5 colonies in 31/03/2020;

 

farmers with rabbit farms registered with the Veterinary Regulation Directorate (VRD) with at least 50 female does. in 31/12/2019.

 

Applicants must submit a valid Bank Payment Form to Agricultural and Rural Payments Agency (ARPA).

 

Payment claims will be received until Monday, 30th  November, 2020.

 

Eligible beneficiaries will be receiving an application which is to be completed and mailed to ARPA using the enclosed self-addressed envelope.

Sale of old wine bottles from the National Viticulture and Oenology Centre Buskett, Malta

 

The Rural Affairs Department within the Ministry for Agriculture, Fisheries and Animal Rights is accepting bids for the sale tale quale of green and brown old wine bottles 0.7/0.75L in volume empty and unused and used green bottles 0.75L in volume from the National Viticulture and Oenology Centre, Buskett, l/o Ħad-Dingli, Malta. The bottles are going to be sold in lots of hundred. Interested parties can view these bottles by appointment by calling 2145 2036 from 8.00 a.m to 3.00 p.m. In case the number of offers exceeds the number of bottles available these will be sold on the basis of the most advantageous offer.

 

Quotation for Sale document may be collected from the National Viticulture and Oenology Centre Triq il-Vitikulturisti Buskett, l/o Ħad-Dingli as from the 21st October, 2020, or by sending an email to Darren Borg (darren.b.borg@gov.mt) or Rita Briffa (rita.b.briffa@gov.mt).

 

Quotation biddings enclosed in a sealed envelope provided with the bidding document, will be deposited in the tender box that shall be found at the National Viticulture and Oenology Centre Triq il-Vitikulturisti, Buskett, l/o Ħad-Dingli, Malta, by not later than noon of 28th October, 2020. Quotations submitted after this date and time shall not be accepted.

 

Due to the Covid-19 situation payments will only be accepted by bank transfer. Terms and Conditions apply.

 

ANNEX I

 

Conditions for the sale tale quale of empty wine bottles from the National Viticulture and Oenology Centre Buskett, Malta:

 

1. Bottles sold will not be accepted back;

 

2. Interested parties may quote on whichever bottles they wish: used or unused;

 

3. The buyers can take the bottles from the National Viticulture and Oenology Centre, Buskett, once payment has been settled, and within one month from date of payment;

 

4. It is the responsibility of the buyer and/or winning bidding winner to transfer the bottles at his own expense;
