Ground fireworks next to Dock 1 Festa Kunċizzjoni Bormla

 

The Ports and Yachting Directorate, Transport Malta, notifies Mariners that ground fireworks displays in connection with the feast of Our Lady of Conception will be let off from along the edges of both sides of Dock 1 in Bormla, as shown on the chart found on Transport Malta website (www.transport.gov.mt).

 

The displays will be held as follows:

 

on Monday, 28th November, 2022, at 8.00 p.m.,

on Monday, 5th December, 2022, at 10.30 p.m.,

on Tuesday, 6th December, 2022, at 11.00 p.m.,

on Wednesday, 7th December, 2022, at 11.00 p.m. and

on Thursday, 8th December, 2022, at 9.15 a.m., 6.00 p.m., 8.30 p.m., 9.15 p.m. and 10.00 p.m.

 

All vessels are warned to keep clear and maintain a minimum distance of not less than 30 metres from points A and B (as shown on the chart found on Transport Malta website (www.transport.gov.mt) during the above-mentioned displays.

 

Vessels moored within 30 metres from points A and B (within the area shown in red on the chart found on Transport Malta website (www.transport.gov.mt)) are to be removed and the area kept clear during the displays. No liability whatsoever will be accepted by the Authority for any damage that may be caused while removing any vessels that may be found within the area, on the above-mentioned date and times. Any costs incurred for the removal of vessels from the area will be at the owners' expense.

 

Mariners are to obey any instructions issued on VHF channel 12 / 16 by Valletta VTS and any enforcement agency.

Reference is made to Local Notice to Mariners No. 185 of 2022.

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners and owners of vessels that the diving (Benthic) surveys will not be completed within the time as planned. The completion date is therefore being extended to Saturday, 31st December, 2022.

 

Local Notice to Mariners No. 185 of 2022 is to be amended accordingly.

Santa swimming event in Marsamxett Harbour

 

The Ports and Yachting Directorate, Transport Malta, notifies that a Santa swimming event will be held on Sunday 4th December, 2022. The swimming event is estimated to commence at 10.00 a.m. and will finish at approximately noon.

 

The Santa Swimming event will start from the Grand Hotel Excelsior Marina point A, towards Manoel Island point B, then to Ta' Xbiex Water Polo club point C and finally back to the Grand Hotel Excelsior Marina point A, as shown on chart found on Transport Malta website (www.transport.gov.mt).

 

Support vessels will accompany the participating swimmers.

 

Mariners are advised to keep a sharp lookout and navigate well clear of the area during the stipulated date and time, giving the swimmers a wide berth.

 

They are to comply with any instructions given on VHF Channel 12 and/or 16, by Valletta VTS and by any Enforcement Personnel on site.

The Ports and Yachting Directorate, Transport Malta, notifies mariners and owners of vessels that the water sampling will not be carried out from the vessel ‘Żibel’, but another vessel will be used instead.

Also, the work will not be completed within the time as planned. The completion date is therefore being extended to Thursday, 22nd December, 2022.

Local Notice to Mariners No. 188 of 2022 is to be amended accordingly.

Local Notice to Mariners No. 203 of 2022

Sailing regatta off Sliema or Smart City

The Ports and Yachting Directorate, Transport Malta, notifies mariners that a sailing regatta will be held off Tas-Sliema seafront.

The races will be held off Tas-Sliema within area A and area B, as shown on the chart found on Transport Malta website (www.transport.gov.mt): 

On Saturday, 26th November, 2022, from 10.30 a.m. till 5.00 p.m.;

On Sunday, 27th November, 2022, from 9.30 a.m. till 4.00.

Yellow inflatable marker buoys to indicate the racecourse within the above-mentioned areas will be laid at 10.00 a.m. and will be removed by 5.00 p.m., on each day of the races.

If due to adverse weather conditions the regatta cannot be held as planned, it will be held within area C, as shown on the chart found on Transport Malta website (www.transport.gov.mt), on the same dates and times.

All vessels that are not involved in the activity are to keep well clear from the competing boats and are to follow any instructions given by the race officials and support vessels.

Mariners are to note the above and are to give the areas indicated a wide berth. They are further instructed to fully comply with Rule 18 (COLREGS 1972) and to ‘keep out of the way’ of the sailing vessels participating in the regatta.

Mariners navigating in the vicinity of the indicated areas on the mentioned dates and times are to keep watch on VHF Channel 12 and/or 16 and are to cooperate with the organisers and/or enforcement personnel in the area.

The Ports and Yachting Directorate, Transport Malta, would like to notify mariners that the Malta Model Boat Association (MMBA) will be organizing an international model boat racing competition in Ir-Ramla taċ-Ċirkewwa.

On Wednesday, 23rd November, 2022, from 9.00 a.m. till 5.00 p.m., there will be the setting up and training at Ir-Ramla taċ-Ċirkewwa within the area formed by joining the points A, B, C and D as shown on the chart 1 found on Transport Malta website (www.transport.gov.mt).

Live firing practice at Pembroke Ranges – 28th November, 2022 – extended hours

The Ports and Yachting Directorate, Transport Malta, notifies that further to Notice to Mariners No. 24 of 2021, the Armed Forces of Malta will carry out Live Firing Practice on Monday 28th November, 2022, with extended hours from 4.30 p.m. till 10.30 p.m. (local time).

A Sécurité message will be issued on VHF Channels 12, and/or 16 by Valletta VTS, accordingly.
The exercise area (LM-D6) is delineated by sector ABC.

Mariners are warned to keep, as a minimum, 4 nautical miles off the coast when the flags or safety vessels are sighted.

Moreover, any instructions given on VHF Channels 12 and/or 16 by Valletta Port Control (Valletta VTS) and by the Armed Forces of Malta, are to be strictly observed.

Beneteau Cup Sailing regattas between Marsamxett Harbour and Mġarr Harbour

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners that a sailing regatta between Marsamxett Harbour and Mġarr Harbour, will be held on Saturday, 19th November, 2022, and Sunday, 20th November, 2022.

 

On Saturday, 19th November, 2022, the start will be from outside Marsamxett Harbour point A, and they will sail towards point B and finish outside Mġarr Harbour point C, as shown on the chart found on Transport Malta website (www.transport.gov.mt).

 

The regatta will start at 9.00 a.m. and is expected to finish by 6.00 p.m.

Swimming event in Gozo from Xlendi Bay to Xatt l-Aħmar

 

The Ports and Yachting Directorate, Transport Malta, would like to notify mariners that a swimming event will be organised on Sunday, 20th November, 2022.

 

The participants will swim from Xlendi Bay to ix-Xatt l-Aħmar. They will depart from Xlendi Bay, point A as shown on the chart found on Transport Malta website (www.transport.gov.mt), at 5.30 a.m., and are expected to arrive at ix-Xatt l-Aħmar, point B as shown on the chart found on Transport Malta website (www.transport.gov.mt) at approximately 12.45 p.m.

 

The participating swimmers will be swimming close to the coast and will be accompanied by kayaks and rhibs.

 

Mariners are advised to keep a sharp lookout and navigate with extreme caution and at slow speed (no wake) when in the vicinity, on the stipulated date and time. They are to cooperate with the organisers.

 

All mariners are to comply with any instructions given on VHF Channel 12 and/or 16, by Valletta VTS and by any enforcement officials on site.

The Ports and Yachting Directorate, Transport Malta, notifies all mariners and sea vessel operators that filming activities will take place from Rinella – Malta Film Studios, and within the Grand Harbour and Marsamxett Harbour as listed below.

 

From Rinella – Malta Film Studios:

 

On Wednesday, 16th November, 2022, from noon till 10.30 p.m.,

 

on Thursday, 17th November, 2022, from 11.00 a.m. till 9.30 p.m.,

 

On Friday, 18th November, 2022, from 10.30 a.m. till 9.00 p.m.,

 

On Monday, 21st November, 2022, from 6.30 a.m. till 5.00 p.m.,

On Thursday, 24th November, 2022, from 11.00 a.m. till 5.00 p.m.

 

During this day and time, for filming purposes, a clear background from point B, as shown on the chart found on Transport Malta website (www.transport.gov.mt), is being requested. Consequently, vessels transiting the hatched sector, shall, except in the case of emergency, not moor, drop anchor or remain underway.

 

Filming will also be carried out in Id-Daħla tar-Rinella, shown in blue on the chart found on Transport Malta website (www.transport.gov.mt), hence it is to be kept clear from all vessels and no vessel will be allowed to enter or berth alongside any quay or jetty within the area.

No liability whatsoever will be accepted by the Authority for any damage that may be caused while removing any vessels that may be found within the area, on the above-mentioned date and times. Any costs incurred for the removal of vessels from the area will be at the owners' expense.

 

 

From Rinella Bay, Kalkara:

From Pixkerija area and Barriera Wharf:

 

On Saturday, 26th November, 2022, from 6.30 a.m. till 5.00 p.m.

 

During this day and time, for filming purposes, a clear background is being requested from point D, as shown on the chart found on Transport Malta website (www.transport.gov.mt). Consequently, vessels transiting the hatched sector, shall, except in the case of emergency, not moor, drop anchor or remain underway.

 

From Monday, 14th November, 2022 till Monday, 28th November, 2022, no vessel will be allowed to berth alongside the quay next to Pixkerija and at Barriera Wharf. Only the 2 barges being used for filming will be allowed to berth alongside the quay next to Pixkerija and at Barriera Wharf.

 

Mariners navigating in the vicinity of the indicated area on the mentioned dates and times are to keep watch on VHF Channel 12/16 and are to cooperate with the filming crew and/or enforcement personnel in the area.

Local Notice to Mariners No. 198 of 2022

 

Resumption of repair works by Infrastructure Malta on Mġarr Quay edge Gozo

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners that repair works by Infrastructure Malta on the edge of the Mġarr Quay – Gozo, will be resumed.

 

The work will consist of repair works on the quay edge between points D to E and will commence on Tuesday 15th November, 2022, and is expected to be completed by Wednesday 15th February, 2023. For the duration of these works a silt curtain will be laid along the imaginary lines between D, C, F and E, as shown on chart found on Transport Malta website (www.transport.gov.mt). Due to the above, the berth along the points D to E will not be accessible.

 

The repair works will require the services of divers and of various vessels which may include barges and workboats. A working area of 20m from the silt curtain will therefore be required and is to be kept clear, at all times, when works are in operation.

 

Mariners operating in the area, are to seek information about operating restrictions from Transport Malta and coordinate with the contractors on site. Further details about these works can be obtained from Infrastructure Malta on (info.im@infrastructuremalta.com).

 

All mariners are also advised to keep a sharp lookout, navigate with caution, and at very slow speed. They are to give the indicated areas a wide berth. Mariners are to cooperate with the requirements of the contractors and to comply with any instructions issued on VHF channel 10 by Mġarr Port Control, VHF Channel 12 and/or 16 by Valletta VTS and by any enforcement personnel on site.

OTILLO Swim-run World Series 2022

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners that the OTILLO Swim-run World Series 2022 will be held on Saturday, 5th November, 2022. There will be safety boats in each individual swim at all times.

 

There will be three races, and all will be starting and finishing at Il-Bajja tal-Mixquqa (Golden Sands). There will be approximately 500 participants, taking part in the races.

The Ports and Yachting Directorate, Transport Malta, notifies that the Conservation Biology Research Group of the University of Malta, is bringing their code of conduct on how to approach cetaceans and turtles to the attention of all mariners and the public.

 

This code of conduct is to be observed at all times.

The Ports and Yachting Directorate, Transport Malta, notifies mariners and operators of vessels, that the vessel CLV Nexans Aurora which will be doing the repair works will be berthed stern to at Dellimara Power Station Quay on the following days.

 

The berthing of the vessel will take place between Friday, 4th November, 2022 and Saturday, 5th November, 2022, and between Friday, 25th November, 2022 and Monday, 28th November, 2022.

 

Due to the size and power of the vessel, the area A, B, C, D and the intermediate coastline, as shown on the chart found on Transport Malta website (www.transport.gov.mt), will have to be kept clear on the above-mentioned dates.

Filming at Ir-Ramla taċ-Ċirkewwa

 

The Ports and Yachting Directorate, Transport Malta, notifies all mariners and owners of vessels, that filming activities will take place at Ir-Ramla taċ-Ċirkewwa from the approximate position A, as shown on chart found on Transport Malta website (www.transport.gov.mt).

 

The filming will be carried out on Thursday, 27th October, 2022, from 6.00 a.m. till 7.00 p.m.

The filming will be carried out from on a vessel and there will be others assisting during the filming. All vessels are to give them a wide berth during the above-mentioned date and times.

 

Mariners and owners of vessels are informed that a clear horizon is being requested therefore no vessel in the vicinity will be allowed to drop anchor or remain underway whilst filming is taking place in the area.

 

Mariners navigating in the vicinity of the indicated area on the mentioned date and times are to keep watch on VHF Channel 12/16 and are to cooperate with the filming crew and/or enforcement personnel in the area.

The water sampling will be carried out by divers operating from the vessel Żibel at Għar Lapsi, Pembroke and Ċirkewwa as listed below.

Laying of silt curtain next to quay at Ċirkewwa Comino Berth

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners and the general public that a silt curtain will be laid next to the quay at Ċirkewwa Comino Berth, in connection with works being carried on the quay.

 

Due to these works the silt curtain will be laid, approximately 3m from the quay, from point A to point B, as shown on the chart found on Transport Malta website (www.transport.gov.mt).

The silt curtain will be laid on Wednesday, 19th October, 2022, and will be left in position until further notice.

 

During this period the quay from point A to point B cannot be used due to the silt curtain.

 

Mariners are to note the above and navigate with caution and at slow speed (no wake). They are to give the area a wide berth of at least 10m. They are to cooperate with the contractor and enforcement officers on site.

 

All vessels are to comply with any instructions given by Valletta Port Control (Valletta VTS) on VHF Channel 12 and/or 16 and enforcement personnel present.

Repair works on quay at St Paul's Bay

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners and the general public that repair works will be carried out on the jetty next to Il-Menqa in St Paul's Bay.

 

The works on the jetty will commence on Monday, 24th October, 2022, and are expected to be completed by Saturday 28th January, 2023.

 

A silt curtain, approximately 3m from the jetty, will be laid along the imaginary lines A to B, B to C and C to D as shown on the chart found on Transport Malta website (www.transport.gov.mt).

 

A safety distance, of at least 5m from the silt curtains, shall be maintained at all times.

 

Mariners are to note that due to these works the jetty cannot be used from landward and from seaward throughout the duration of the works.

 

The works will be carried out from land and by scuba divers who will be displaying the International Code of Signals Flag 'A'".

Prior to the actual repair works, the salvage of an anchor which is fouling the cable will be carried out by divers between Tuesday, 18th October, 2022 and Friday, 4th November, 2022, they will be assisted by a support vessel which will be displaying the International Code of Signals flag 'A', when diving operations are being carried out.

 

The actual repair works on the cable will be carried out between Saturday, 5th November, 2022 and Friday, 25th November, 2022, within the area formed by joining the following positions, as shown on the chart found on Transport Malta website (www.transport.gov.mt):

The Ports and Yachting Directorate, Transport Malta, notifies mariners that there are protruding steel studs at Għar Lapsi slipway which is in the following approximate position:

Due to damaged wooden strips on the slipway at Għar Lapsi there are a number of steel studs protruding from the concrete which could damage any vessel while it is being launched or taken out of the sea. There is also a danger of injury to anybody that uses the slipway.

The filming will be carried out either from a vessel or from land, together with underwater filming. A safety distance of 100m is required together with a clear horizon.

 

Filming will be carried out on the following days and positions from 6.00 a.m. till 8.00 p.m. on each day listed.

 

From a vessel or underwater:

 

between Friday, 14th October, 2022 and Saturday, 15th October, 2022,

 

between Monday, 17th October, 2022 and Wednesday, 19th October, 2022, and

Rolex Middle Sea Race 2022

 

The Ports and Yachting Directorate, Transport Malta, notifies that the Royal Malta Yacht Club will be holding the Rolex Middle Sea Race on Saturday, 22nd October, 2022. In addition, a coastal race will also be held on Wednesday, 19th October, 2022.

 

The race programme is as follows:

 

a) Wednesday, 19th October, 2022

 

The coastal race starts at 10.00 a.m.

 

The start is from Marsamxett Harbour, at an imaginary line from the tower of Il-Fortizza ta' Tignè to the corner of the bastion on the western side of Il-Fossa in Valletta. When they exit Marsamxett Harbour they will proceed, to Comino and/or Gozo and finish at Marsamxett Harbour.

 

Mariners are requested to keep the Marsamxett fairway clear during the start of the coastal race between 9.45 a.m. and 10.45 a.m. and to keep a sharp lookout during the remaining hours of Wednesday 19th October 2022.

 

b) Saturday, 22nd October 2022

 

The Rolex Middle Sea Race starts at approximately 11.00 a.m.

 

The start is from the Grand Harbour, at an imaginary line from an inflatable buoy near Saint Angelo Point to the Valletta Saluting Battery mast.

 

The yachts shall then proceed in a north-easterly direction along the Channel in the Grand Harbour to an inflatable buoy, bearing the sponsor's logo, positioned outside the Saint Elmo Breakwater. The buoy shown as 1 on charts 1 and 2 found on Transport Malta website (www.transport.gov.mt) will be in the following approximate position:

Mariners are advised that on Saturday, 22nd October, 2022 from 9.00 a.m. till 3.00 p.m. or such time as may be communicated on VHF channel 12 and/or 16 by Valletta VTS, if earlier, the Grand Harbour shall be closed for all traffic not directly related to the race.

 

During these times all other vessels shall be required to remain within designated areas in the inner harbour up to Ras Hanżir, in Dockyard Creek, Kalkara Creek and Rinella Bay. (areas are shown on attached chart 1found on  Transport Malta website (www.transport.gov.mt)).

 

No vessel will be allowed at the quay next to the fish market as this quay is being reserved for emergency vessels only.

The Ports and Yachting Directorate, Transport Malta, notifies that further to Notice to Mariners No. 24 of 2021, the Armed Forces of Malta will carry out Live Firing Practice on Monday, 10th October, 2022, and Wednesday ,12th October, 2022, with extended hours from 4.30 p.m. till 11.00 p.m. (local time).

 

A Sécurité message will be issued on VHF Channels 12, and/or 16 by Valletta VTS, accordingly.

 

The exercise area (LM-D6) is delineated by sector ABC.

Bathymetric surveying and maintenance dredging at Malta Freeport Terminals

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners that bathymetric surveying, and maintenance dredging will be carried out at Malta Freeport Terminals.

 

The bathymetric surveying and dredging will be carried out within the area enclosed by the magenta imaginary lines at the points A, B, C, D.

 

The Pre-dredge bathymetric survey will be carried out between Monday, 17th October and Sunday, 23rd October, 2022, whilst the mobilisation of equipment and dredging will commence on 24th October, 2022, onwards.

 

The dredging works will continue until the Saturday, 1st April, 2023, or until further notice.

 

Dredger Sea Dragon will be loading the material onto the hopper barges Sea Hopper, San Paolo, and San Carlo which when loaded will sail to the dumping area to dump the dredged material and return to Marsaxlokk Harbour. The work boat Betty will be assisting during the dredging.

 

Mariners are to keep a sharp lookout and navigate at slow speed when in the vicinity and give the above-mentioned vessels a wide berth when sighted.

 

They are to obey any instructions that are issued by Marsaxlokk Port Control (Marsaxlokk VTS) on VHF Channel 14 and the organisers.

The display will be centred at Point A (as shown on the chart found on Transport Malta website (www.transport.gov.mt)) in the approximate following position:

The Ports and Yachting Directorate, Transport Malta, notifies mariners and owners of vessels that diving operations will be taking place next to Il- Ponta ta` Bighi – Kalkara and between Xatt ir-Risq and Dock No1 – Bormla.

 

The diving operations will take place, between Wednesday, 4th and Thursday, 12th October, 2022 from 10.00 a.m. till 3.00 p.m., within the areas:

 

Entrance to No.1 Dock (point V),

 

Corner between Machinery Wharf and Oil Wharf (point W),

 

North end of Oil Wharf (point X),

 

Xatt ir-Risq (point Y) and

 

Il-Ponta ta' Bighi (point Z).

A diving support vessel will be displaying the International Code of Signals flag “A" when diving operations are being carried out.

The Ports and Yachting Directorate, Transport Malta, notifies all mariners that the 'Vikings Sailing Club' will be organising sailing regattas off Valletta Harbours, within the areas A and B, as shown on the chart found on Transport Malta website (www.transport.gov.mt)

 

The activities will be held as follows:

 

On Saturday, 8th October, 2022, from 8.30 a.m. till 6.00 p.m. and

 

On Sunday, 9th October, 2022, from 8.30 a.m. till 6.00 p.m.

 

Orange inflatable marker buoys, to indicate the racecourse within the above-mentioned areas, shall be laid, from 8.30 a.m. till 6.00 p.m., on each day of the races.

 

All vessels that are not involved in the activity are to keep well clear from the competing boats and are to follow any instructions given by the race officials and support vessels.

 

Mariners are to note the information above and are to give the areas indicated a wide berth. They are further instructed to fully comply with Rule 18 (COLREGS 1972) and to 'keep out of the way' of the sailing vessels participating in the Regattas.

Il-Fliegu ta' Għawdex will be restricted to navigation from 7.30 a.m. till 9.15 a.m. and Il-Fliegu ta' Kemmuna will be restricted to navigation from 9.15 a.m. till 11.30 a.m.

 

Mariners are advised to keep a sharp lookout and navigate at slow speed and keep well clear of the area during the stipulated time giving the swimmers and support vessels a wide berth. The Ports and Yachting Directorate, Transport Malta, notifies that the Mosta Scout Group will be holding a Camp-A-Float at Daħlet il-Fekruna – St. Paul's Bay.

 

The Camp-A-Float consists of a man-made raft complete with a tent on board.

 

Weather permitting the raft will be moored at Dahlet il-Fekruna – Il Bajja ta' San Pawl, as indicated in position 'A', on the chart 1 found on Transport Malta website (www.transport.gov.mt), between Friday 23rd September, 2022, at 4.00 p.m., and Sunday 25th September, 2022, at 2.00 p.m.

 

In case of bad weather conditions, this event will take place at Ir-Ramla tat-Torri, Armier, as indicated in position 'B', on chart 2 found on Transport Malta website (www.transport.gov.mt), on the same dates and time.

The diving survey will be held between Tuesday, 20th September, 2022 and Saturday, 24th September, 2022, within the area formed by joining the imaginary lines between the points A, B, C, D and the intermediate coastline, as shown in red on the chart found on Transport Malta website (www.transport.gov.mt).

 

The actual survey will last 1 day and will be held from 9.00 a.m. till 2.00 p.m.

Malta Young Sailors Club Sailing Regatta, St Paul's Bay

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners that the Malta Young Sailors Club will be holding a sailing regatta in St Paul's Bay, between Saturday, 17th September, 2022 and Sunday, 18th September, 2022.

 

The activity will take place in St Paul's Bay and its approaches, within the area delineated by the imaginary lines joining the points A, B, C, D, E, F, G, H and I, as shown on the chart found on Transport Malta website (www.transport.gov.mt).

 

Inflatable marker buoys shall be laid within the above-mentioned area to indicate the racecourse. The buoys are expected to be laid from 8.00 a.m. till 6.00 p.m., on all days of the activity.

 

All vessels not involved in the activity are to keep well clear from the competing boats and follow any instructions given by the race officials and support vessels.

 

Mariners are to note the above and give the area indicated a wide berth. They are further instructed to keep out of the way of all the sailing vessels participating in the regattas.

 

Any instructions issued on VHF Channel 12 and/or 16, by Valletta VTS and by any Enforcement Personnel on site are to be complied with.

Swimming event from Għar Lapsi to round Filfla and back to Għar Lapsi

 

The Ports and Yachting Directorate, Transport Malta, would like to notify mariners that a swimming event will be organised on Saturday, 10th September, 2022.

 

The first group of participants will swim from Għar Lapsi to round Filfla and back to Għar Lapsi, they will depart from Għar Lapsi point A, as shown on the chart found on Transport Malta website (www.transport.gov.mt), at 5.30 a.m. The participants are then expected to arrive back at Għar Lapsi, at approximately 10.30 a.m.

 

There will be another group of participants that will swim from Filfla to Għar Lapsi, they will depart from Filfla point B, as shown on the chart found on Transport Malta website (www.transport.gov.mt), at 7.30 a.m. and are expected to arrive at Għar Lapsi point A, at approximately 10.30 a.m.

 

The participating swimmers will be accompanied by kayaks and rhibs which can afford medical support. There will be an ambulance on standby at the finishing point at Għar Lapsi.

 

Mariners are advised to keep a sharp lookout and navigate with extreme caution and at slow speed (no wake) when in the vicinity, on the stipulated date and time. They are to cooperate with the organisers.

Vessels in the Marsa sea area will not be allowed to proceed beyond the line 'F' to 'G' indicated in 2(iv) above after 8.00 a.m. No vessel will be allowed near the finishing line except those involved in the races. No movements of vessels will be allowed inside the Grand Harbour, except by special permission. All vessels are to keep a minimum distance of 5m away from the lines and floats mentioned in 2(ii), 2(iii) and 2(iv).

 

Incoming vessels will not be allowed to proceed to any berth southwest of the imaginary line which is 150m northeast of the line 'A' to 'B' mention in 2(i) above. No vessel will be allowed to stay within this 150m area.

 

The area bounded by the imaginary lines between the points A to B, B to C, C to D, D to E (corner of Parlatorio Wharf), F to G and the intermediate coastline is to be kept clear on Thursday, 8th September, 2022, between 8.00 a.m. and 6.30 p.m., from all vessels except those authorised by the activity organisers.

 

Masters of all vessels are also warned that the wire ropes and floats may cause a physical obstruction and consequently they are to navigate with extreme caution. Caution is also to be exercised when in the vicinity of such wire ropes and floats when these are being laid or removed.

The barges will then be shifted from Boiler Wharf and moored in position on Friday, 2nd September, 2022. They will be left in position during the night and will be lit.

 

The barges will be removed from the moored position on Friday, 9th September, 2022.

 

A wide berth of 200 meters is requested from the barges on these days as the barges will be loaded with fireworks.

 

Fireworks will be loaded onto the vessel 'S14927' at It-Toqba tal-Birgu and transported to the barges from 6.30 a.m., every day between Saturday, 3rd September, 2022 and Thursday, 8th September, 2022.

 

Transport Malta will accept no liabilities whatsoever for any damage caused to vessels that are left within the 200m safety zone from the barges.

Mariners are to navigate with caution and slow speed. They are to obey any instructions and directions issued on VHF channel 12 and/or 16 by Valletta VTS and any enforcement officers on site.

A silt curtain will be laid within the above area and will be shifted depending on the area that is being working upon; its position will have marked by marker buoys with orange flashing lights.

Only vessels involved in these works are permitted to enter the above-mentioned area, no vessel will be permitted to use Pinto Wharves 4 and 5, except those involved in the works.

These investigative surveys will be carried out by the vessel Urbano Monti and her ancillary equipment.

 

Weather permitting the surveys are planned to commence on Wednesday, 24th August, 2022 (on the Sicily side) and are expected to be completed by Monday 10th October, 2022.

Preparatory works will be carried out on Wednesday, 24th August, 2022, by the vessels Seabuffalo and Seawolf II. The works will involve the laying of two (2) sinkers for special mark navigational aids with lights, in the following positions. Diving will not be permitted on the wreck MV Cominoland between 11.00 a.m. and 4.00 p.m. All divers to stay clear of the area.

Preparatory work for the laying of the High Voltage Shore Connection at the Grand Harbour

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners and the general public about the preparatory work for the laying of a cable for the High Voltage Shore to Ship Connection Service at the Grand Harbour.

 

The preparatory work will commence from a location close to Bridge Wharf. Works are to start with immediate effect and are expected to be completed by Monday, 12th September, 2022.

 

A silt curtain will be laid along the imaginary line joining points A, B, C and D as shown on the chart found on Transport Malta website (www.transport.gov.mt).

 

A number of marker buoys will be laid as shown, in blue, on the chart found on Transport Malta website (www.transport.gov.mt). The marker buoys at points B and C will be lit up during the night. A safety distance of 10m round the silt curtain is being requested.

 

The work will be carried out from on the barge BEZZ V which will be moored within the silt curtain; a work boat will also be assisting.

 

Due to the silt curtain, part of the quay cannot be used during this period.

 

Some of the works will be carried out by scuba divers. Appropriate signals in accordance with the Regulations for the Prevention of Collisions at sea (COLREGS) and the International Code of Signals, will be exhibited accordingly.

Dredging work in the inner part of the Grand Harbour  Start August, 2022

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners that dredging works will be carried out in the inner part of the Grand Harbour, Valletta.

The dredging works will be carried out using the vessel Grane R which will be restricted in her ability to manoeuvre and will be displaying the appropriate lights and shapes in compliance with the Regulations for the Prevention of Collisions at Sea (COLREGS).

 

Dredging works will start on Saturday, 13th August, 2022, and will last until further notice, in the following areas:

 

Deep Water Quay (area A)

Ras Ħanżir (area B)

Bridge Wharf (area C)

Fuel Wharf (area D)

Coal Wharf (area E),

Church Wharf (area F)

Southwest extension (area G)

 

The dredging works will be carried out day and night.

The Ports and Yachting Directorate, Transport Malta, notifies mariners and owners of vessels that due to unforeseen circumstances the planned transportation of the statue of St Peter from Il-Port il-Kbir to Birżebbuġa on Friday, 5th August, 2022, cannot be held, therefore Local Notice to Mariners No. 128 of 2022 is hereby cancelled.

 

Due to the above the statue of St Peter will instead be transported from the breakwater at St George's Bay, point A to near the Birżebbuġa waterpolo pitch, point B, following the route as indicated on the chart found on Transport Malta website  (http://www.transport.gov.mt).

 

The ceremony will commence at 7.00 p.m. and is expected to be completed by 8.00 p.m.

 

During the trip, several other vessels are expected to accompany the vessel carrying the statue.

Mariners are to navigate with caution at slow speed and to keep a sharp lookout when in the vicinity to the above-mentioned events and when sighted they are to give the vessel carrying the statue a wide berth.

The Ports and Yachting Directorate, Transport Malta, notifies mariners that a marine scientific research at the approach of the Grand Harbour, Valletta, will be carried out with the use of a Remotely Operated Vehicle (ROV). This research will be carried out from the vessel Mare Rosa.

 

The marine scientific research is planned to be carried out over three non-consecutive days between Wednesday, 3rd August, 2022 and Wednesday, 31st August, 2022.

Filming from Malta Film Studios, Foreshore and at Sea – Helmut

 

The Ports and Yachting Directorate, Transport Malta notifies mariners and operators of vessels, that filming activities will take place at the Malta Film Studios, the foreshore and out at sea.

 

The filming will take place as follows:

 

On Tuesday 2nd August 2022, and Wednesday 3rd August 2022, within the area A, B, C, D, and the intermediate coastline as shown on the chart 1 found on Transport Malta website (www.transport.gov.mt).

 

Between Thursday, 4th August, 2022 and Saturday, 6th August, 2022, the filming will be of a vessel transiting up and down between the Malta Film Studios and Żonqor Point approximately 1 to 2 miles offshore. If due to adverse weather conditions on any of these days, the filming will be held within the area W, X, Y, and Z as shown on chart 2 found on Transport Malta website (www.transport.gov.mt).

 

Filming on all the above-mentioned days will be carried out from 4.00 a.m. till noon and from 6.00 p.m. till 10.00 p.m.  The vessels Nautical 1, Nautical Two and SSR105573 will be used during the filming. All vessels are to give these vessels a wide berth during the above-mentioned dates and times.

 

In view of the above a clear horizon is being requested for filming purposes.

 

Mariners transiting the area seaward of the Malta Film Studios and close to the indicated areas on the mentioned dates are requested to keep watch on VHF Channel 12 and/or 16 and are to cooperate with the filming crew and enforcement personnel in the area.

The Ports and Yachting Directorate, Transport Malta, notifies mariners that on Thursday, 4th August, 2022, a statue of Saint Peter will be loaded on a vessel from the breakwater at St George's Bay Birzebbugia (point A on chart found on Transport Malta website (www.transport.gov.mt)) and transported from there to a location close to the Birżebbuġa waterpolo pitch (point B on chart found on Transport Malta website (www.transport.gov.mt)),

 

The ceremony will commence at 7.15 p.m. and is expected to be completed by 8.00 p.m.

 

During the trip, several other vessels are expected to accompany the vessel carrying the statue.

The Ports and Yachting Directorate, Transport Malta, notifies mariners that firework displays in connection with the feast of Our Lady of Sorrows, St Paul's Bay, will be let off from a barge and pontoons moored in the position as shown on the chart found on Transport Malta website (www.transport.gov.mt).

 

The pontoons will be moored in position on Wednesday, 27th July, 2022, after 8.00 a.m., and will be removed after Saturday's display, at about 1.00 a.m. on Sunday, 31st July, 2022, when in position there will be a rope between the pontoons.

 

The barge will be moored in position on Thursday, 28th July, 2022, after 10.00 a.m., and will be removed Monday, 1st August, 2022, at about 7.30 a.m.

 

During night time, the barge and pontoons will carry lights.

Mariners are informed that during the loading of the fireworks from the jetties onto the tugboat the jetties cannot be used, and no vessel will be allowed to remain alongside until all fireworks have been removed.

 

All vessels and bathers are warned to keep well clear of the barge and pontoons and maintain a safe distance of at least 200 metres during the dates and times of the displays.

 

Vessels moored within 200 metres from the barge are to be removed and kept clear during the days and times of the display. The Ports and Yachting Directorate, Transport Malta will accept no Liabilities whatsoever for any vessels that are left lying in the area on the above-mentioned dates and times.

The diving survey will be carried out between Monday, 25th July, 2022 and Friday, 29th July, 2022.

 

The diving team will be assisted by the workboat '46' which will be displaying the International Code of Signals Flag 'A' when diving operations are being carried out.

 

A safety zone of 50m round the above-mentioned area is to be kept during the surveys.

Emergency Works at Marsaskala North Breakwater, Marsaskala

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners and the general public that emergency repair works are to be carried out on the Marsaskala north breakwater.

 

The works will start with immediate effect and are expected to be completed by the end of October, 2022.

 

The works will be carried out from land with the assistance of divers, the International Code of Signals Flag 'A' will be displayed while diving operations are being carried out.

 

A silt curtain will be laid along the imaginary line joining points A, B, C, D, E, F, and G as shown on the chart found on Transport Malta website (www.transport.gov.mt).

 

Owners of vessels that are moored or have a mooring within the area of 10 meters from the quay, are to remove such moorings and associated ground tackle with immediate effect.

 

Any vessels and moorings that are left in this area will be removed at the expense of the owner. No liability whatsoever will be accepted by the Authority for any damage that may be caused while removing the said vessels and moorings.

 

The quay cannot be used during this period due to the silt curtain.

 

Masters and vessel operators are to keep a sharp lookout and navigate at very slow speed (no wake) when in proximity of the above-mentioned area.

The diving survey will be held between Tuesday, 24th May, 2022 and Friday, 24th June, 2022, along the imaginary line joining the points A, B, C, D, E, and F, as shown in red on chart found on Transport Malta website (www.transport.gov.mt).

The Ports and Yachting Directorate, Transport Malta, notifies mariners that in addition to the permanent speed limit buoys, special marker buoys will be placed around the Maltese Islands to delineate the 200 and 300 metre speed restriction zones (10 Knots and 5 Knots) from the shore. The placement of the buoys is seasonal, from June to October, but may still be in place after this date.

 

Special marker buoys, 1.5 metres in diameter, fitted with a light flashing yellow 1 every 4 seconds 'Fl.Y.4s (Jun-Oct)' and a 2 nautical miles range, shall be placed in the following positions:

Buoys indicate the speed that should never be exceeded, and, in any case, mariners are always reminded to proceed at a safe speed subject to the prevailing circumstances and conditions.

 

Mariners are further reminded that it is prohibited to moor any vessel to any of the above buoys and any other buoy owned by Transport Malta and that the speed restriction is in place all year round even without the buoys in place. The deployment and the removal of the buoys may be delayed in the event of unexpected circumstances.

Local Notice to Mariners No. 56 of 2022

 

Zones Reserved for Swimmers in Malta and Gozo

 

The Ports and Yachting Directorate, Transport Malta, notifies all mariners, owners of vessels and bathers regarding the following restrictions in respect of designated zones reserved for swimmers.

 

These restrictions shall be in place from the date indicated for each area and until Friday, 30th September, 2022.

 

Mariners and owners of vessels moored within the zones reserved for swimmers are requested to remove their vessels and mooring buoys immediately. Any vessels and mooring buoys left in these areas will be removed. No liability whatsoever will be borne by Transport Malta for any damage to vessels or any damage/loss of mooring buoys and ground tackle that are left in these areas.

 

The zones reserved for swimmers will be indicated by coloured marker buoys and ropes. The ropes may be kept afloat by marker floats in location up to 2 weeks after the abovementioned dates.

 

Within several bays, access to the beach will be provided through launching lanes, which will also be marked by floats. Any vessels, needing to access the beach, shall only do so through the launching lanes. No vessel is to be moored close to the approaches to the entrance or inside the launching lanes unless authorised by Transport Malta. Such lanes shall be used solely for embarking and disembarking of passengers and by commercial and water sports vessel operators.

 

No vessels or objects which may endanger the safety of bathers, including any type of fishing gear/implements, shall be used within a swimmers' zone.

For ease of reference, charts depicting swimmers' zones and launching lanes can be viewed on the Transport Malta website (http://www.transport.gov.mt).

 

 

While the effective dates of the swimmer zones are those indicated above, due to the current situation the deployment of the ropes and buoys indicating the swimmer zones may be delayed.

 

Mariners are advised to keep a good lookout and navigate with caution and at slow speed when in the vicinity of the abovementioned areas. They are also reminded that it is prohibited to secure/moor any vessel or object with any marker buoy, ropes and related gear delineating the swimmer's zones.

A minimum safety distance of 5 metres from the swimmers' zone is to be maintained.

 

For the benefit and safety of all bathers and mariners, Transport Malta urges all visitors and commercial vessels to adhere to these arrangements. Enforcement officers will be regularly patrolling the area. Any offender, on conviction, shall be liable to the fines (multa) as laid down in the second column to the Third Schedule of the Small Ships Regulations, as amended.

These designated restricted areas may be in place any time between Sunday, 1st May, 2022 and Friday, 30th September, 2022. All designated restricted areas, except for the floating platform, will be delineated by ropes, which will be kept afloat by coloured buoys.

 

Owners of vessels moored within these designated restricted areas are advised to remove their vessels and mooring buoys immediately. Any vessels and mooring buoys left in these areas may be removed by the respective operators. No liability whatsoever, will be borne by Transport Malta for any damage to vessels or any damage/loss of mooring buoys and ground tackles, that are left in these areas.

No vessels or objects which may endanger the safety of bathers, including any type of fishing gear/implements, shall be used within a swimmers' zone. The swimmers' zone is being reserved exclusively for bathers and is delineated by the following coordinates:

10c) Fairway

 

The fairway was established by Notice to Mariners No. 8 of 2017 and is to be used solely for navigation and should otherwise be kept clear.

 

A minimum safety distance of 5 metres from the swimmers' zone is to be maintained.

 

Nylon ropes supported by floats will delineate the swimmers' zone and may remain in place, two weeks after the stipulated date. Mariners are to keep a safe distance from the vessels that will be laying and/or removing the ropes.

 

For the benefit and safety of all bathers and mariners, Transport Malta urges all visitors and commercial vessels to adhere to these arrangements. Enforcement officers will be constantly patrolling the area. Any offender, on conviction, shall be liable to the fines (multa) as laid down in the second column to the Third Schedule of the Small Ships Regulations, as amended.

 

Mariners are advised to keep a good lookout and navigate with caution and at slow speed in the North Comino Channel when entering the Blue Lagoon, Il-Bajja ta' San Niklaw and Il-Bajja ta' Santa Maria. They are also reminded that it is prohibited to secure/moor any vessel to any of the marker buoys, swimmers' zone delineation markers and related gear belonging to Transport Malta.

The Ports and Yachting Directorate, Transport Malta, notifies that the Conservation Biology Research Group of the University of Malta is conducting research on marine biodiversity within the Central Mediterranean Region around the Maltese Islands (from coastal to offshore) in respect of:

 

1) Dolphins, whales and turtle sightings

 

2) Sharks, rays sightings

 

3) Jellyfish blooms sightings

 

4) Alien species sightings or caught during fishing

Refurbishment Works on a Slipway at Il-Bajja tal-Ġnejna

The refurbishment works will be centred on point A and will be carried out by divers who will be assisted by the vessel Gold Dredger which will be displaying the International Code of Signals flag A, during the diving operations.

 

A working area centred on point A and of radius of 100m, as shown on chart found on Transport Malta website (www.transport.gov.mt), will be established while works are being carried out.

The Ports and Yachting Directorate, Transport Malta, notifies that further to Notice to Mariners No. 24 of 2021, the Armed Forces of Malta will carry out live firing practice on Monday, 24th January, 2022, with extended hours from 4.30 p.m. till 10.30 p.m. (local time).

 

A Sécurité message will be issued on VHF channels 12, and/or 16 by Valletta VTS, accordingly.

 

The exercise area (LM-D6) is delineated by sector ABC.

Masters of diving support vessels are to ensure that the appropriate signals in accordance with the International Convention for the Prevention of Collisions at Sea, and the International Code of Signals, are shown at all times. Furthermore, spear fishing and the use of fishing gear such as set bottom lines, trammel nets, gill nets and entangling nets, encircling nets, demersal pots and traps are prohibited in these areas. Only surface fishing is allowed including trolling lines (rixa) and angling for pelagic fish.

The Ports and Yachting Directorate, Transport Malta, notifies mariners that repair works will be carried out on the light at the breakwater head in St George's Bay, Birżebbuġa.

 

The repair works are expected to start on Tuesday 18th January, 2022; therefore, the light will be UNLIT until further notice.

 

All mariners are also advised, when approaching the breakwater, to keep a sharp lookout, navigate with caution, and at very slow speed (no wake). They are to cooperate with the contractor and to comply with any instructions issued on VHF Channel 14 and/or 16 by Marsaxlokk VTS and by any enforcement personnel on site.

Misuse of Distress Signals

 

The Ports and Yachting Directorate, Transport Malta, notifies that, in line with the Convention on the International Regulations for Preventing Collisions at Sea, 1972 (COLREGS), as amended, all mariners should be familiar in the use and in the ability to recognise and relay when necessary 'Distress Signals'. All vessels shall, prior to their launch and use, be provided with adequate means of making effective distress signals by day and night.

 

The distress signals shall be used ONLY for the purpose of indicating distress at sea and the need of immediate assistance. The misuse of any signal, or the use of other signals which may be confused with any of the below, is STRICTLY PROHIBITED.

 

COLREGS Annex IV – Distress Signals is being reproduced below.

 

COLREGS 1972, as amended – Annex IV – Distress signals

 

1. The following signals, used or exhibited either together or separately, indicate distress and need of assistance:

 

(a) a gun or other explosive signal fired at intervals of about a minute;

 

(b) a continuous sounding with any fog signalling apparatus;

 

(c) rockets or shells, throwing red stars fired one at a time at short intervals;

(d) a signal made by any signalling method consisting of the group ··· --- ··· (SOS) in the Morse Code;

 

(e) a signal sent by radiotelephony consisting of the spoken word “MAYDAY";

 

(f) the International Code Signal of distress indicated by N.C.;

 

(g) a signal consisting of a square flag having above or below it a ball or anything resembling a ball;

 

(h) flames on the vessel (as from a burning tar barrel, oil barrel, etc.);

 

(i) a rocket parachute flare or hand flare showing a red light;

 

(j) a smoke signal giving off orange-coloured smoke;

 

(k) slowly and repeatedly raising and lowering arms outstretched to each side;

 

(l) a distress alert by means of digital selective calling (DSC) transmitted on:

 

(i) VHF channel 70, or

 

(ii) MF/HF on the frequencies 2187.5 kHZ, 8414.5 kHZ, 4207.5 kHZ, 6312 kHZ, 12577 kHZ or 16804.5 kHZ;

 

(m) a ship-to-shore distress alert transmitted by the ship's Inmarsat or other mobile satellite service provider ship earth station;

 

(n) signals transmitted by emergency position indicating radio beacons;

 

(o) approved signals transmitted by radiocommunication systems, including survival craft radar transponders.

 

2. The use or exhibition of any of the foregoing signals except for the purpose of indicating distress and need of assistance and the use of other signals which may be confused with any of the above signals, is prohibited.

 

3. Attention is drawn to the relevant sections of the International Code of Signals, the International Aeronautical and Maritime Search and Rescue Manual, Volume III and the following signals:

 

(a) a piece of orange coloured canvas with either a black square and circle or other appropriate symbol (for identification from the air);

(b) a dye marker.

 

In addition, the Ports and Yachting Directorate notifies that the use of any signals similar to, or the use of other signals which may be confused with, any of the above signals for reasons that DO NOT relate to indicating distress and the need for assistance, are to be pre-notified to the Authority in its functions of a Port Authority accordingly.

 

All mariners are reminded that the improper use of distress signals and failure to respond to or relay a distress signal is deemed as an offence and liable, upon conviction, to a fine (multa) or imprisonment or both.
