Live Firing Practice at Pembroke Ranges – 31st January, 2022 – Extended Hours

 

The Ports and Yachting Directorate, Transport Malta, notifies that further to Notice to Mariners No. 24 of 2021, the Armed Forces of Malta will carry out Live Firing Practice on Monday, 31st January, 2022, with extended hours from 4.30 p.m. till 10.30 p.m. (local time).

 

A Sécurité message will be issued on VHF channels 12, and/or 16 by Valletta VTS, accordingly.

 

The exercise area (LM-D6) is delineated by sector ABC.

Mariners are warned to keep, as a minimum, 4 nautical miles off the coast when the flags or safety vessels are sighted.

 

Moreover, any instructions given on VHF channels 12 and/or 16 by Valletta Port Control (Valletta VTS) and by the Armed Forces of Malta, are to be strictly observed.

Malta and Tunisia NAVTEX Service – is Temporarily Suspended

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners that the Malta (O) and Tunisia (T) NAVTEX service is temporarily suspended.

 

While every effort is being made to resume transmitting NAVTEX messages as soon as possible, during the period of no transmission, Malta Navigational Warnings will be promulgated by voice, on radio, as follows:

 

Malta Vessel Traffic Service (Malta VTS) on VHF Channel 16 at 10.03 a.m., 4.03 p.m. and 9.03 p.m. (UTC) daily.

Reference is made to BA Charts 211D – Gozo – Il-Port tal-Imġarr

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners that dredging works and alterations to the coastline and pontoons configuration at Il-Port tal-Imġarr, Gozo, have been completed.

 

The new coastline and pontoons configuration and the corrected depths are as shown on the chart found on Transport Malta website (http://www.transport.gov.mt).

These areas are considered as 'No Stopping Areas'. Anchoring is allowed to divers' vessels ONLY after pre-notification to the Valletta VTS on VHF Channel 12. Masters of diving support vessels are to ensure that the appropriate signals in accordance with the International Convention for the Prevention of Collisions at Sea, and the International Code of Signals, are shown at all times. Furthermore, spear fishing and the use of fishing gear such as set bottom lines, trammel nets, gill nets and entangling nets, encircling nets, demersal pots and traps are prohibited in these areas. Only surface fishing is allowed including trolling lines (rixa) and angling for pelagic fish.

Local Notice to Mariners No. 3 of 2022

 

Ranking Event for SB20 Class of Sailing Boats

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners that a ranking event for SB20 class of sailing boats will be held on Saturday, 15th and Sunday, 16th January, 2022, in Marsamxett Harbour.

 

Races shall be held from 10.00 a.m. till 2.30 p.m. (local time) on both days.

 

The ranking event shall be held over two (2) adjacent upwind/downwind courses, within the area A, B and C, as shown on the chart found on Transport Malta (www.transport.gov.mt).

 

The courses shall be defined by big yellow inflatable marks (waypoints) around which the competitors shall have to sail.

 

The safety RHIB Pelagos, will be assisting during the event. The organisers will be directing the races from onboard the safety RHIB.

 

Masters of all craft, not directly involved in this ranking event, are asked to keep clear of the turning marks and to cooperate with the organisers. They are further instructed to fully comply with Rule 18 (COLREGS 1972) and to 'keep out of the way' of the sailing vessels participating in the event.

 

All mariners are to observe any instructions that may be given by the event organisers safety craft and on VHF Channels 12 and/or 16 by Valletta VTS.

Local Notice to Mariners No. 4 of 2022

 

Repair Works on the Light at the Breakwater Head in St George's Bay, Birżebbuġa

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners that repair works will be carried out on the light at the breakwater head in St George's Bay, Birżebbuġa.

 

The repair works are expected to start on Tuesday 18th January, 2022; therefore, the light will be UNLIT until further notice.

 

All mariners are also advised, when approaching the breakwater, to keep a sharp lookout, navigate with caution, and at very slow speed (no wake). They are to cooperate with the contractor and to comply with any instructions issued on VHF Channel 14 and/or 16 by Marsaxlokk VTS and by any enforcement personnel on site.

Local Notice to Mariners No. 5 of 2022

 

Misuse of Distress Signals

 

The Ports and Yachting Directorate, Transport Malta, notifies that, in line with the Convention on the International Regulations for Preventing Collisions at Sea, 1972 (COLREGS), as amended, all mariners should be familiar in the use and in the ability to recognise and relay when necessary 'Distress Signals'. All vessels shall, prior to their launch and use, be provided with adequate means of making effective distress signals by day and night.

 

The distress signals shall be used ONLY for the purpose of indicating distress at sea and the need of immediate assistance. The misuse of any signal, or the use of other signals which may be confused with any of the below, is STRICTLY PROHIBITED.

 

COLREGS Annex IV – Distress Signals is being reproduced below.

 

COLREGS 1972, as amended – Annex IV – Distress signals

 

1. The following signals, used or exhibited either together or separately, indicate distress and need of assistance:

 

(a) a gun or other explosive signal fired at intervals of about a minute;

 

(b) a continuous sounding with any fog signalling apparatus;

 

(c) rockets or shells, throwing red stars fired one at a time at short intervals;

(d) a signal made by any signalling method consisting of the group ··· --- ··· (SOS) in the Morse Code;

 

(e) a signal sent by radiotelephony consisting of the spoken word “MAYDAY";

 

(f) the International Code Signal of distress indicated by N.C.;

 

(g) a signal consisting of a square flag having above or below it a ball or anything resembling a ball;

 

(h) flames on the vessel (as from a burning tar barrel, oil barrel, etc.);

 

(i) a rocket parachute flare or hand flare showing a red light;

 

(j) a smoke signal giving off orange-coloured smoke;

 

(k) slowly and repeatedly raising and lowering arms outstretched to each side;

 

(l) a distress alert by means of digital selective calling (DSC) transmitted on:

 

(i) VHF channel 70, or

 

(ii) MF/HF on the frequencies 2187.5 kHZ, 8414.5 kHZ, 4207.5 kHZ, 6312 kHZ, 12577 kHZ or 16804.5 kHZ;

 

(m) a ship-to-shore distress alert transmitted by the ship's Inmarsat or other mobile satellite service provider ship earth station;

 

(n) signals transmitted by emergency position indicating radio beacons;

 

(o) approved signals transmitted by radiocommunication systems, including survival craft radar transponders.

 

2. The use or exhibition of any of the foregoing signals except for the purpose of indicating distress and need of assistance and the use of other signals which may be confused with any of the above signals, is prohibited.

 

3. Attention is drawn to the relevant sections of the International Code of Signals, the International Aeronautical and Maritime Search and Rescue Manual, Volume III and the following signals:

 

(a) a piece of orange coloured canvas with either a black square and circle or other appropriate symbol (for identification from the air);

(b) a dye marker.

 

In addition, the Ports and Yachting Directorate notifies that the use of any signals similar to, or the use of other signals which may be confused with, any of the above signals for reasons that DO NOT relate to indicating distress and the need for assistance, are to be pre-notified to the Authority in its functions of a Port Authority accordingly.

 

All mariners are reminded that the improper use of distress signals and failure to respond to or relay a distress signal is deemed as an offence and liable, upon conviction, to a fine (multa) or imprisonment or both.

The Ports and Yachting Directorate, Transport Malta, notifies Mariners that fireworks (Stage Pyrotechnics) will be let off from Pinto Wharf 1 and 2 at the Grand Harbour (point A as shown on the chart found on Transport Malta website (www.transport.gov.mt)).

 

The short fireworks display will be let off from the edge of the wharf (seaward side) on Friday, 31st December, 2021 starting at 11.58 p.m. for about 10 minutes.

 

Mariners are informed that a safety distance of 15 meters from the letting off site at The Grand Harbour is required.

Removal of Temporary Pontoons along the Main Breakwater in Mġarr Harbour, Gozo

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners and the general public that the temporary pontoon established by Local Notice to Mariners number 23 of 2020 is being removed, any day, between Monday, 3rd January, 2022 and Saturday 15th January 2022.

 

The removal of the temporary pontoons will involve the engagement of divers. The pontoon will then be loaded onto the work barge MV Gold Dredger which will transport it to the Grand Harbour where it will be unloaded onto the land.

 

During the removal and loading on to the MV Gold Dredger a safety distance of 25m from the pontoon is requested, shown as A, B, C and D as shown on the chart found on Transport Malta website (www.transport.gov.mt). During the diving operations the barge will exhibit the flag 'A' and any other signals deemed necessary, in accordance with the Regulations for the prevention of Collisions at sea, COLREGS 72 as amended.

 

Mariners are to keep a sharp lookout, navigate with caution, and at very slow speed giving the indicated areas a wide berth and cooperate with the contractor. They are also to comply with any instructions given on VHF channel 12 and/or 16 by Valletta VTS and to co-operate with the contractor and any Enforcement Personnel on site.

The Ports and Yachting Directorate, Transport Malta, notifies mariners that the drilling of two (2) boreholes (sediment testing) will be carried out in St Julian's Bay.

 

The drilling works will be carried out at points S1 and S2 as shown on chart found on Transport Malta website (www.transport.gov.mt).

Masters and operators of vessels are advised to keep a sharp look-out, navigate with caution and at very slow speed and give the indicated vessels a wide berth.

Local Notice to Mariners No. 190 of 2021

 

Ranking Event for SB20 Class of Sailing Boats

 

The Ports and Yachting Directorate, Transport Malta would like to notify mariners that a ranking event for SB20 class of sailing boats will be held on Saturday, 11th and Sunday, 12th December, 2021.

 

Races shall be held from 10.00 a.m. till 2.30 p.m. (local time) on both days.

 

The ranking event shall be held over two (2) adjacent upwind / downwind courses, within the area A, B and C, as shown on the chart found on Transport Malta website (www.transport.gov.mt).

 

The courses shall be defined by big yellow inflatable marks (waypoints) around which the competitors shall have to sail.

 

The safety RHIB “PELAGOS" will be assisting during the event. The organisers will be directing the races from onboard the safety RHIB.

 

If due to bad weather conditions the activities cannot be held on the above-mentioned dates, they will be held on Saturday, 8th and Sunday, 9th January, 2022 at the same times.

 

Masters of all craft, not directly involved in this Ranking Event, are asked to keep clear of the turning marks and to cooperate with the organisers. They are further instructed to fully comply with Rule 18 (COLREGS 1972) and to 'keep out of the way' of the sailing vessels participating in the event. 

 

All mariners are to observe any instructions that may be given by the event organisers safety craft and on VHF Channels 12 and/or 16 by Valletta VTS.

Malta Young Sailors Club – Euromed International

Regatta – Mellieha Bay – December 2021

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners that the Malta Young Sailors Club will be holding the Euromed Sailing Championship 2021, between Friday, 10th December, 2021 and Tuesday, 21st December, 2021.

 

The activity will take place in Mellieħa Bay and its approaches, in an area delineated by the imaginary lines A to B and B to C as shown on chart found on Transport Malta website (www.transport.gov.mt).

 

Inflatable marker buoys, to indicate the racecourse within the above-mentioned area, shall be laid between 8.00 a.m. and 5.00 p.m., on each day of the activity.

 

All vessels that are not involved in the activity are to keep well clear of the competing boats and follow any instructions given by the race officials and support vessels.

 

 

Mariners are to note the above and are to give the area indicated a wide berth. They are further instructed to fully comply with Rule 18 (COLREGS 1972) and to 'keep out of the way' of the sailing vessels participating in the Regatta. Any instructions issued by Valletta Port Control (Valletta VTS) on VHF Channel 12 and/or by any enforcement agency on site, are to be complied with.

Diving Survey Along the Quay at Fuel Wharf in Grand Harbour

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners and owners of vessels that a diving survey will be held along the quays at Fuel Wharf in the Grand Harbour.

 

The diving survey will take place between Monday, 6th December, 2021 and Saturday, 18th December, 2021 (both days included) and will be held close to the quay. A safety distance of 10m from the quays is requested during the survey dates, as shown on the chart found on Transport Malta website (www.transport.gov.mt).

 

Due to this survey the use of the quays will be restricted and must be coordinated with the diving team on site

 

During the dive the diving team will be displaying the international code of Signals flag A.

 

Masters and operators of vessels are advised to keep a sharp lookout, navigate with caution, and at slow speed (no wake) when navigating close to the above indicated area.

The survey will be carried out in all areas of Marsaxlokk Bay that are accessible and safe for the survey vessel to manoeuvre.

The laying of the branching cable will commence on Sunday, 21st November, 2021, and is expected to be completed by Friday, 19th December, 2021.

The Ports and Yachting Directorate, Transport Malta, notifies Mariners that Infrastructure Malta will be continuing with the construction works at Machinery Wharf in Id-Daħla tad-Dockyard in the Grand Harbour.

 

The works will continue with immediate effect and are expected to be completed by 15th March, 2022.

 

Masters and operators of vessels are informed that no vessel will be allowed to berth alongside that section of the quay, while works are in progress. A no entry/keep clear zone is to be observed at all times. Sailing Regatta in Il-Bajja ta' Marsaxlokk – November 2021

 

The Ports and Yachting Directorate, Transport Malta, would like to notify mariners that the Birżebbuġa Sailing Club will be holding regattas for dinghies on Saturday, 13th November, 2021, and Sunday, 14th November, 2021.

 

Races shall be held between 9.00 a.m. and 5.00 p.m. (local time) on both days.

 

Class races shall be held over two (2) adjacent upwind/downwind courses, centred in the selected sailing area depending on the prevailing weather conditions. Areas can be found on chart found on Transport Malta website (www.transport.gov.mt) showing areas A, B and C.

 

The courses shall be defined by orange inflatable marks (waypoints) of about 1.5 meters in height and around which the competitors shall have to sail.

 

Races will be held when no merchant vessel traffic is scheduled to enter or depart from the Malta Freeport Terminals.

 

Masters of all craft, not directly involved in this Sailing Regattas, are asked to keep clear of the racing area, especially at each of the turning marks. All mariners are to observe any instructions that may be given by the race organisers safety craft and on VHF Channel 14 and/or 16 by Marsaxlokk VTS.

The Ports and Yachting Directorate, Transport Malta, notifies mariners that rehearsals using an audio visual floating structure that is to be used in connection with the Valletta Pageant of the Seas 2022 will be held off Barriera Wharf in the Grand Harbour.

 

The rehearsals will be held on Wednesday, 10th November, 2021, between 6.00 p.m. and 10.00 p.m.

 

The floating structure will be laid within the area A, B, C and D (approximately 25m from the coast) as shown on chart found on Transport Malta website (www.transport.gov.mt).

 

The vessel S-17202 will be assisting the organisers during the activity.

 

As part of the activity there will also be a fire-engine pumping water into the sea.

The Ports and Yachting Directorate, Transport Malta, notifies all mariners and owners of vessels, that filming activities will take place near Coral Lagoon at Il-Ponta tal-Aħrax and at Wied iż-Żurrieq.

 

The one-day filming near Coral Lagoon at Il-Ponta tal-Aħrax, will be carried out from the approximate position A, as shown on chart 1 on Transport Malta (www.transport.gov.mt), between Tuesday, 9th November, 2021 and Saturday, 13th November, 2021, between 6.00 a.m. and 7.00 p.m.

 

The one-day filming at Wied iż-Żurrieq will be carried out from the approximate positions B, C, D as shown on chart 2 found on Transport Malta website (www.transport.gov.mt). The filming sessions will be carried out between Saturday, 13th November, 2021 and Thursday, 18th November, 2021 from 6.00 a.m. till 7.00 p.m.

 

A RHIB, carrying registration number S-21569 and a safety RHIB, carrying registration number SSR105573 will be assisting during the filming sessions. All vessels are to give the RHIBs a wide berth during the abovementioned dates and times.

 

Mariners and owners of vessels are informed that, for filming purposes, a clear horizon is being requested. Consequently, vessels in the vicinity, will not be allowed to drop anchor or remain underway whilst filming is taking place in the area.

 

Mariners navigating in the vicinity of the indicated area on the mentioned dates and times are to keep watch on VHF Channel 12 / 16 and are to cooperate with the filming crew and/or enforcement personnel in the area.

The Ports and Yachting Directorate, Transport Malta, notifies mariners that works to remove concrete blocks from near the slipway at Il-Ponta tal-Qrejten, works will be carried out between Thursday, 4th November and Saturday, 6th November, 2021.

 

The works consist of the removal of concrete blocks from inside the approximate area A, B, C and D as shown on chart found on Transport Malta website (www.transport.gov.mt).

 

Divers will be assisting and will be displaying the International Code of Signals flag “A".

 

Due to these works the slipway cannot be used and no vessel is allowed to berth on either side of the slipway and jetty next to it while the work is being carried out.

 

Mariners navigating in the area, are to proceed with caution and at very slow (no wake) speed. They are to give the above areas a wide berth and are to comply with any instructions given on VHF Channel 14 and/or 16, by Marsaxlokk VTS and by any enforcement personnel on site.

The Ports and Yachting Directorate, Transport Malta, notifies mariners that the OTILLO Swimrun World Series 2021 will be held between Saturday 6th and Sunday 7th November, 2021. There will be safety boats in each individual swim at all times.

 

On Saturday, 6th November, 2021, the Spirit Malta 2021 and the Experience Malta 2021 races will be held, they will be starting and finishing at Il-Bajja tal-Mixquqa (Golden Sands). There will be approximately 300 participants taking part in the races.

 

The swimming part of the Experience Malta 2021 will follow the route (as shown on the chart 1 found on Transport Malta website (www.transport.gov.mt)) and will be as follows:

Repair Works by Infrastructure Malta on  Mġarr Quay Edge, Gozo

 

The Ports and Yachting Directorate, Transport Malta notifies mariners that repair works by Infrastructure Malta on the edge of the Mġarr Quay, Gozo, will be carried out.

 

The work will be carried out in three phases as follows:

 

Phase 1 will consist of the repair works on the quay between points A and D and will commence on Wednesday, 3rd November, 2021, and is expected to be completed by Friday, 31st December, 2021. For the duration of these works, a silt curtain will be laid along the imaginary lines between A, B, C and D, as shown on chart found on Transport Malta website (www.transport.gov.mt).  Due to the above the berth along A to D will not be accessible, and the berth between D and E will have limited access.

 

Phase 2 will consist of the repair works on the quay between points E and H and will commence once Phase 1 is finished, on or about Tuesday, 4th January, 2022. Phase 2 is expected to be completed by mid-February 2022. For the duration of these works a silt curtain will be laid along the imaginary lines between points E, F, G and H, as shown on chart found on Transport Malta website (www.transport.gov.mt). Due to the above the berth along E to Z will not be accessible, and the berth between D and E will have limited access.

 

Phase 3 will consist of the repair works on the quay between points D and E and will start once phase 2 is completed, about mid-February 2022. Phase 3 is expected to be completed by Saturday, 30th April, 2022. For the duration of these works a silt curtain will be laid along the imaginary lines between D, C, F and E, as shown on chart found on Transport Malta website (www.transport.gov.mt). Due to the above, the berth along the points D to E will not be accessible.

 

These works will include the use of divers and various vessels which may include barges and workboats. A working area of 20m from the silt curtain will therefore be required and is to be kept clear, at all times, when works are in operation.

 

Mariners operating in the area, are to seek information about operating restrictions from Transport Malta and coordinate with the contractors on site.

Dredging of Inert Material in the Grand Harbour

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners that dredging of inert material will be carried out at the Grand Harbour.

 

The dredging works will be carried out within the area A, B, C and the intermediate coastline at Deep Water Quay 3 and 4, as shown on chart found on Malta Transport website (www.transport.gov.mt). All vessels are instructed to keep out of this area when the dredging works are in progress.

 

The dredging works will commence on Monday 1st November and are expected to be completed by Monday, 22nd November, 2021.

 

Crane dredger Sea Dragon will be loading the inert dredged material onto the hopper barge Sea Hopper, which when fully loaded, will sail to the dumping area to discharge the dredged material; the barge will then return to the Grand Harbour. The safety work boat Betty will be assisting, as necessary, throughout the dredging works.

 

The vessels engaged in the dredging works will be exhibiting the appropriate lights and shapes in accordance with the requirements of the International Regulations for the Prevention of Collisions at Sea (COLREGS) 1972.

The works will start on Wednesday, 3rd November, 2021 and is expected to be completed by Monday, 31st January, 2022.

Rolex Middle Sea Race 2021

 

The Ports and Yachting Directorate, Transport Malta, notifies that the Royal Malta Yacht Club will be holding the Rolex Middle Sea Race on Saturday, 23rd October, 2021.  In addition, a coastal race will also be held on Wednesday, 20th October, 2021.

 

The race programme is as follows:

a. Wednesday, 20th October, 2021

 

The coastal race starts at 10.00 a.m. 

 

The start is from Marsamxett Harbour, at an imaginary line from the tower of Il-Fortizza ta' Tigné to the corner of the bastion on the western side of Il-Fossa in Valletta. When they exit Marsamxett Harbour they will proceed, depending on the weather conditions, either to Comino and/or Gozo or to Munxar and/or Filfa and finish at Marsamxett Harbour.

 

Mariners are requested to keep the Marsamxett fairway clear during the start of the coastal race between 9.45 a.m. and 10.45 a.m. and to keep a sharp lookout during the remaining hours of Wednesday, 20th October, 2021.

 

b. Saturday, 23rd October, 2021

 

The Rolex Middle Sea Race starts at approximately 11.00 a.m.

 

The start is from the Grand Harbour, at an imaginary line from an inflatable buoy near Saint Angelo Point to the Valletta Saluting Battery mast.

 

The yachts shall then proceed in a north-easterly direction along the Channel in the Grand Harbour to an inflatable buoy, bearing the sponsor's logo, positioned outside the Saint Elmo Breakwater. The buoy shown as 1 on charts 1 and 2 found on Transport Malta website (www.transport.gov.mt) will be in the following approximate position:

Mariners are advised that on Saturday, 23rd October, 2021, from 9.00 a.m. till 3.00 p.m., or such time as may be communicated on VHF Channel 12 and/or 16 by Valletta VTS, if earlier, the Grand Harbour shall be closed for all traffic not directly related to the race.

 

During these times all other vessels shall be required to remain within designated areas in the inner harbour up to Ras Ħanżir, in Dockyard Creek, Kalkara Creek and Rinella Bay. (areas are shown on chart 1 found on Transport Malta website (www.transport.gov.mt)).

 

No vessel will be allowed at the quay next to the fish market as this quay is being reserved for emergency vessels only.

The Ports and Yachting Directorate, Transport Malta, notifies all mariners that the 'Vikings Sailing Club' will be organising sailing regattas off Valletta Harbours, within the areas A and B, as shown on chart found on Transport Malta website (www.transport.gov.mt).

 

The activities will be held as follows:

 

On Saturday, 9th October, 2021, from 8.30 a.m. till 6.00 p.m., and

On Sunday, 10th October, 2021, from 8.30 a.m. till 6.00 p.m.

 

Orange inflatable marker buoys, to indicate the racecourse within the above-mentioned areas, shall be laid, from 8.30 a.m. till 6.00 p.m., on each day of the races.

 

All vessels that are not involved in the activity are to keep well clear from the competing boats and are to follow any instructions given by the race officials and support vessels.

 

Mariners are to note the above and are to give the areas indicated a wide berth. They are further instructed to fully comply with Rule 18 (COLREGS 1972) and to 'keep out of the way' of the sailing vessels participating in the regatta.

The works are scheduled to start on Thursday, 30th September, 2021, and expected to be completed by Thursday, 30th June, 2022.

 

Throughout the duration of the works, a silt curtain will be laid along the line joining the points A, B, C and D, approximately 20m from the shore, as shown on the chart found on Transport Malta website (www.transport.gov.mt).

 

The vessels Gold Dredger and Goldfinder will be participating in the extension works, therefore the area delineated by the imaginary line A, B, C, D and the intermediate coastline (as shown on Transport Malta website (www.transport.gov.mt)) are to be considered as a working area. Only vessels involved in the works are permitted to enter.

 

Marker buoys with lights will be placed in positions B and C to indicate the outer limit of the area.

 

Divers will be assisting in these works and will be displaying the International Code of Signals Flag A.

The Ports and Yachting Directorate, Transport Malta, notifies all mariners and owners of vessels, that filming activities will take place at different localities around Malta.

 

The filming is expected to be carried out as follows:

 

From Monday, 27th September, 2021, to Friday, 1st October, 2021, between 6.00 a.m. and 7.00 p.m.

 

Filming will take place outside Ir-Ramla taċ-Ċirkewwa from points A and B as shown on chart 1 found on Transport Malta website (www.transport.gov.mt) and close to Daħlet ix-Xilep in Il-Bajja tal-Mellieħa from point C as shown on chart 2 found on Transport Malta website (www.transport.gov.mt).

 

If adverse weather conditions do not permit filming in any of the above areas, the filming will take place in any of the following locations on the same dates and times:

The Ports and Yachting Directorate, Transport Malta, notifies mariners that a Charity Swim round Gozo – Victory Kitchen will take place on Tuesday, 28th September, 2021. 

 

The two swimmers will depart from Ħondoq ir-Rummien, point A on chart found on Transport Malta website (www.transport.gov.mt) at 3.00 a.m., and will swim along the route in a clockwise direction. The swim is expected to be completed by 5.00 p.m.

 

The support vessels Palawann and Our Pearl will be assisting the swimmers during the swim.

 

If due to inclement weather conditions the swim cannot be held on the above-mentioned date, it will be held on Wednesday, 29th September, 2021, at the same time.

During the stipulated date and time, mariners are advised to keep a sharp lookout, proceed at slow speed and to keep well clear of the area, giving the swimmers and support vessels a wide berth.

The Ports and Yachting Directorate, Transport Malta, notifies that further to Notice to Mariners No. 24 of 2021, the Armed Forces of Malta will carry out live firing practice between Tuesday 5th and Thursday, 7th October, 2021, with extended hours from 4.30 p.m. till 11.00 p.m. (local time).

 

A sécurité message will be issued on VHF Channels 12, and/or 16 by Valletta VTS, accordingly.

 

The exercise area (LM-D6) is delineated by sector ABC.

The Ports and Yachting Directorate, Transport Malta, notifies mariners that a group of ex-National Waterpolo Team players will be organising a one-day fundraising charity event at Blue Lagoon in Comino. The event will be held on Saturday, 25th September, 2021, from 9.00 a.m. till 3.00 p.m.

 

For the event a makeshift waterpolo pitch will be set up inside the swimmer zone at Blue Lagoon.

 

If due to unfavourable weather on the day, the event cannot be held at the Blue Lagoon, it will be held on the same date and time at either San Niklaw Bay, Comino, within the swimmer zone, or at Mġarr ix-Xini Bay, Gozo, in the position as shown on chart found on Transport Malta website (www.transport.gov.mt).

The participants will depart from Marfa – Ir-Ramla tal-Bir (Malta), point A as shown on chart found on Transport Malta website (www.transport.gov.mt), at approximately 6.45 a.m. They will swim to the east of Comino and proceed to Il-Bajja ta' Ħondoq ir-Rummien (Gozo), point B as shown on chart found on Transport Malta website (www.transport.gov.mt) and are expected to complete the swim by 10.30 a.m.

Malta Fireworks Special – 2021

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners that a fireworks display will be held in Grand Harbour on Monday, 20th September, 2021.

 

Fireworks will be let off from three barges placed off Bighi Point.

 

A copy of part of BA Chart 177 showing arrangement of the barges is found on Transport Malta website (www.transport.gov.mt).

 

On Friday, 17th September, 2021 at 7.00 a.m., the barges will berth alongside the quay at Id-Daħla ta' Rinella in Kalkara. They will remain berthed there until Tuesday, 21st September, 2021 at 7.00 a.m.

 

Vessel owners moored in Rinella Bay are to remove their vessels and the area to remain clear from Friday, 17th September, 2021, at 7.00 a.m. to Tuesday, 21st September, 2021, at 7.00 a.m. Transport Malta will accept no liabilities whatsoever for any damage caused to vessels that are left within Rinella Bay on the mentioned dates and times.

 

The barges will be shifted and placed centred at position Y on Monday, 20th September, 2021 at 8.00 a.m. and shifted back to the quay at Id-Daħla ta' Rinella in Kalkara on the same day at 11.59 p.m.

Vessels in the Marsa sea area will not be allowed to proceed beyond the starting line indicated in 2(iii) above after 8.00 a.m. No vessel will be allowed near the finishing line except those involved in the races. No movements of vessels will be allowed inside the Grand Harbour, except by special permission. All vessels are to keep a minimum distance of 5m away from the lines and floats mentioned in 2(i), 2(ii) and 2(iii).

 

Incoming vessels will not be allowed to proceed to any berth southwest of the imaginary line which is 150m northeast of the virtual finish line (A) to (B). No vessel will be allowed to stay within this 150m area.

 

Masters of all vessels are also warned that the wire ropes and floats may cause a physical obstruction and consequently they are to navigate with extreme caution.  Caution is also to be exercised when in the vicinity of such wire ropes and floats when these are being laid or removed.

 

All mariners are to comply with any instructions given on VHF Channel 12 and/or 16, by Valletta VTS and by any enforcement personnel on site.

The Ports and Yachting Directorate, Transport Malta, notifies mariners that an artistic boat trip round Manoel Island will be held as follows:

 

Rehearsals will be held on Monday, 13th and Wednesday, 15th September, 2021, from 5.00 p.m. till 6.30 p.m., on both days.

 

The actual artistic boat trip will be held on:

 

Saturday, 18th September, 2021, from 4.00 p.m. till 5.30 p.m., and

 

Sunday, 19th September, 2021, from 10.00 a.m. till 11.30 a.m.

 

The activity consists of boat (dgħajjes tal-pass) trips departing from point A, navigating around Manoel Island in an anti-clockwise direction, and finishing at point B. During the trip, when in the area shown in blue on the chart found on Transport Malta website (www.transport.gov.mt), a number of swimmers will enter the water and carry out a short display of synchronised swimming.

 

Due to these activities mariners are to take note of the above and give the boats a wide berth. They are to navigate with caution and very slow speed (no wake) when close to the area and to keep clear of the area shown in blue. No vessel is to enter the area during the abovementioned dates and times.

 

Mariners are advised to cooperate with the organisers and any enforcement personnel on site.

 

They are to obey any instructions issued on VHF channel 12 and/or 16 by Valletta VTS and by any maritime enforcement assets in the area.

Underwater Repair Works on the Quay at Id-Daħla tal-Kalkara in the Grand Harbour

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners and owners of vessels that underwater repair works will be carried out along the quay at Id-Daħla tal-Kalkara in the Grand Harbour.

 

The works will start on Monday, 13th September, 2021, and are expected to be completed by Friday, 31st December, 2021. The repair works will be held along the quay, as shown on chart found on Transport Malta website (www.transport.gov.mt).

 

During the dive the diving team will be displaying the international code of Signals flag A.

 

Masters and operators of vessels are advised to keep a sharp lookout, navigate with caution, and at slow speed (no wake) when navigating close to the above indicated area, and co-operate with the contractor on site.

 

They are also to comply with any instructions given on VHF Channel 12 and/or 16 by Valletta VTS

The Ports and Yachting Directorate, Transport Malta, would like to remind all mariners, including fishermen, and owners and operators of any type of vessel, that the official Nautical Charts of Malta and the Notices to Mariners issued by the Authority, from time to time, have the force of law and regulate navigation within Maltese ports, internal and territorial waters.  They also contribute significantly towards safety at sea and the preservation of good order. Observation and compliance with this Notice always remains obligatory, during navigation, and when operating vessels.

 

Special attention is hereby directed at the 'no fishing', especially the use of trammel and gilling nets, and the 'no anchoring' restrictions within ports and their approaches.  Official Nautical Charts can be obtained from authorised distributors in Malta.

 

The Ports and Yachting Directorate further reminds that Notices to Mariners are published in the Government Gazette and are also accessible through the Authority's website and the NAWTIKA APP.

 

Enforcement and legal action in terms of law will be taken if there is a breach of or non-compliance with such official Nautical Charts and Notices to Mariners.

Illicit Discharges

 

The Ports and Yachting Directorate, Transport Malta, would like to remind all mariners and operators of any type of vessel, including fishing vessels, and all operators and personnel of fish farms, breeding pens and cages and other aquaculture equipment, that it is prohibited to dispose of any type of waste into the marine environment.

Apart from the general domestic waste (for example plastics, food waste, paper, etc.), the disposal of any waste oils, mooring ropes, discarded fishing gear, tackle and any other types of substances and objects that may cause marine pollution, damage, or harm to aquatic life in the marine environment, the natural function of ecosystems and to biodiversity, is also prohibited.  All waste should be disposed of ashore at the appropriate waste reception facilities.

 

All persons are also being reminded that the disposal of sewage within bays, yachting centres and ports is also prohibited.

 

Enforcement and legal action in terms of the law will be taken if any person is caught disposing of any type of waste in the marine environment or if there is sufficient evidence of any illegal disposal at sea.

Repair Works on Slipway and Adjacent Quay at Il-Bajja tal-Mellieħa

 

The Ports and Yachting Directorate, Transport Malta, notifies mariners and the general public that repair work will be carried out on a slipway and the adjacent quay at Il-Bajja tal-Mellieħa.

 

The work on the slipway and the adjacent quay will start on Tuesday, 20th July, 2021, and is expected to be completed by Sunday, 31st October, 2021.

 

A silt curtain will be laid 10m off the coast within the area, as shown on chart found on Transport Malta website (www.transport. gov.mt). A safety distance, of at least 10m from the silt curtains, shall be maintained at all times.

In view of the above, Transport Malta hereby notifies that with immediate effect, all commercial vessels intending to carry out diving operations on the above listed historical wrecks must be fitted with an operational AIS which must be kept on at all times. Besides the necessary permits from Heritage Malta – Underwater Cultural Heritage Unit, they must also obtain clearance from Valletta VTS on VHF Channel 12 or Marsaxlokk VTS on VHF Channel 14, following pre-notification.

 

Compliance with this requirement is mandatory and non-compliance may lead to the prohibition of stopping/diving on these sites and possibly including the prohibition of  navigation in general, without prejudice to other applicable penalties and legal proceedings.

 

The buffer area is considered as NO STOPPING AREA. Anchoring/mooring will only be allowed to divers' vessels fitted with an operational AIS and holding a special permit as stated above. Masters of diving support vessels are to ensure that the appropriate signals in accordance with the International Convention for the Prevention of Collisions at Sea and the International Code of Signals, are exhibited during diving sessions. Furthermore, divers/mariners are to note that spear fishing and the use of fishing gear such as set bottom lines, trammel nets, gill nets and entangling nets, encircling nets, demersal pots and traps are prohibited in these areas. Only surface fishing is allowed including trolling lines (rixa) and angling for pelagic fish.

 

Drifting vessels and swimming will be allowed.

 

This notice is to supersede Notice to Mariners No 51 of 2019, No. 8 of 2020 and No. 35 of 2020.

Notice to Mariners No. 18 of 2021

Radio Frequency Interference to the Global Navigational Satellite Service (GNSS)

The Ports and Yachting Directorate, Transport Malta, notifies Mariners that while Radio Frequency Interference (RFI), harmful to the Global Navigational Satellite Service (GNSS), has already been reported for some time by the Malta Communications Authority, it has recently been reported that the intensity of the interference has now increased substantially.
Due to this interference, the GNSS and the GPS service may be adversely affected.  GNSS signals are very weak and vulnerable to interference; a phenomenon where other radio signals disrupt the GNSS signals causing reduced positioning accuracy, or even the complete lack of position availability.

When experiencing RFI, mariners are advised to use all available means to ascertain the position of the vessel, and GNSS and GPS navigating systems are not to be relied upon during coastal navigation.

Notice to Mariners No. 38 of 2020 is hereby cancelled.

The Ports and Yachting Directorate, Transport Malta, would like to bring to the attention of all mariners that a No Entry Zone at Manoel Island (Tas-Sliema Creek) due to the dangers posed by a derelict wall, has been established.

 

The area is formed by joining the imaginary lines between the points A, B, C, D and the intermediate coastline (shown hatched on charts found on Transport Malta website (www.transport.gov.mt))  and is restricted to both vessels and swimmers and should be avoided:

These designated restricted areas shall be in place with immediate effect and until Thursday 30th September 2021.  They will be delineated by ropes which will be kept afloat by coloured marker floats and may be left in location up to 2 weeks after the closing date.

 

Mariners and owners of vessels moored within these designated restricted areas are advised to remove their vessels and mooring buoys immediately. Any vessels and mooring buoys left in these areas may be removed by the respective operators. No liability whatsoever will be borne by Transport Malta for any damage to vessels or any damage/loss of mooring buoys and ground tackles that are left in these areas.

Mariners are informed that it is prohibited to secure/moor any vessel, craft or object to any marker buoy, ropes and related gear delineating the designated restricted areas.

No mooring or anchoring is allowed in the area bounded by the imaginary lines A1, A, B, B1, C, D, E, F (as shown on chart found on Transport Malta website (www.transport.gov.mt)) by any vessel unless such is covered by a permit or other authorisation of the Authority. Owners of vessels that are moored or have a mooring within this area without the Authority's permission are to remove such vessels, moorings and associated tackle.

No liability whatsoever will be accepted by the Authority for any damage that may be caused while removing the said vessels and moorings.

Local Notice to Mariners No. 49 of 2021

 

Moorings within Xemxija (Il-Bajja ta' San Pawl)

 

The Ports and Yachting Directorate, Authority for Transport in Malta, hereby notifies all mariners that the works described in Local Notice to Mariners 16/2021 have been suspended for an indeterminate period.

 

Further to Local Notice to Mariners 48/2021, the Authority has demarcated the different areas in this area with the appropriate buoys and special markings.

 

All mariners are advised that the area bounded by the imaginary lines A, B, C and D (as shown on chart found on Transport Malta website (www.transport.gov.mt)) is under the control and management of the Authority and in this respect no mooring, berthing or anchoring is allowed within such area unless such is covered by a permit or other authorisation of the Authority. 

 

Mariners are advised that those having a vessel berthed, moored or a mooring in this area, and wish to avail themselves of such facility, are to submit an application to the Authority for its consideration on the applicable Application for a Temporary Mooring Permit Form, which can be downloaded from the Authority's website (Form TM/PYD/078 Issue 1). Together with the application form, the applicant must submit documentary evidence that he/she were using a berth or mooring within the area over the past five years, including the GPS coordinates of such berth or mooring and the named vessel to be berthed or moored and the other documentation listed. Should the Authority accept the application, a temporary authorisation will be issued for the period of six months, and renewable for periods of six months each at the discretion of the Authority, until the planned works commence. The normal moorings-related terms and conditions will also be applicable.

 

Mariners are further advised that any authorisation may be terminated by the Authority at any time prior to expiry of the six-month periods by giving an advance notice in writing to the holder of such termination.

 

For the avoidance of any doubt, the authorisation shall be limited to the berthing or mooring of a named vessel with the identified berth or mooring. This authorisation and any rights associated therewith shall terminate immediately on the termination date of such authorisation. It is expressly being advised that such authorisation does not entitle the holder thereof to any rights whatsoever over the berth or mooring, or to continue berthing or mooring the vessel within this area or within any other area, including any right of first refusal or othe​r preferential treatment.
